Government Administrative Divisions
Italy is a unitary state made up of 20 regions (regioni). The national constitution grants these regional governments certain delegated powers. Five of the regions have a special autonomous status and broader autonomy. Each region has an elected parliamentary council (consiglio regionale) or assembly (giunta regional) and executive regional committee (giunta regional) headed by a president. In all but two regions, the regional president is directly elected.
The regions are divided into 96 provinces (province), which are further subdivided into 7,960 municipalities (comuni). Many of these municipalities are grouped with large cities in urban conglomerations called the metropolitan cities of Italy (città metropolitane d'Italia), of which there are 14.
The basic functions of the metropolitan cities are planning and zoning, police services, transportation, and other city services. The municipalities handle registries of deeds and other public record-keeping, as well as contracting for local roads, infrastructure, and public works.
